ROPP was established on June 24, 1998 and became incorporated on July 1, 1998.  ROPP's goal is to develop young ladies of character.  Young ladies enter the program at the sixth grade level and continue through a seven-year course of study.  The program's thrust is built around its mission to focus on the essential aspects of the passage from childhood to womanhood.

ROPP seeks to instill in these young ladies traits which exemplify Christian values, an appreciation for their cultural heritage, community involvement and positive self-esteem.  Abstinence education and high moral standards are emphasized.  Etiquette, personal hygiene, cooking, sewing, goal setting, journal writing, art appreciation, traveling, money management, public speaking, and organizational skills are some of the learning experiences presented to ROPP participants.  During the first two years, ROPP classes were held at the Southwest Center Mall.  In the spring of 2000, the classes were moved to Concord Missionary Baptist Church, which is now the current home for the program.

ROPP began with nine young ladies and the vision of Rheta Norman.  Since that time, two groups have successfully completed the seven-year program.  At the conclusion of the year the girls and their parents participate in a closing ceremony.  This ceremony represents their rite of passage from one level to the next.
